Regulations for the Use of the NDAL Library
Terms and abbreviations:
Library loan service – the central location in the library where users are registered and serviced.
Free access item – an item that library users can use independently.
Home loan – the ability to register books etc. for takeaway.
Books for long-term use – marked as M (teaching literature) in the electronic catalogue.
Books for temporary use – marked in the electronic Catalogue as Z (Scientific literature) and D (fiction).
Reading room books – marked as L in the electronic directory, for use in the on-site reading room only.
Directory – marked as ZU in the electronic directory, for use in an on-site loan of books only.
SBA (interlibrary loan) – the opportunity to order books from another library.
NDAL – National Academy of Defence
NAF – National Armed Forces
MoD – Ministry of Defence
I General provisions
1.These Regulations prescribe the procedures for the use of the Library of the National Defence Academy of Latvia, the rights and duties of readers.
2.These Regulations have been developed in accordance with the laws of the Republic of Latvia, other laws and regulations in force and the Regulations of the NDAL Library.
3.The terms of use of the Library shall be approved by the vice-rector.
4.The Library has a responsibility to introduce users to the terms of use of the Library. They should be placed in a visible location for library users in the Library Loan Service and on the NDAL website.
5.Library resources are free of charge.
6.The employees of the Library shall ensure the protection of the submitted personal data in accordance with the requirements of the personal data processing Law.
II Procedures for registration of Library users
1.Any person who reaches the age of majority can use the NDAL Library.
2.NDAL students, NDAL academic and general staff, NAF soldiers and MoD staff can become a home loan service user. Other users can only use the library item in the reading room.
3.NDAL students and staff, as well as soldiers and employees of units under the NAF Training and Doctrine Command, require a valid identification card when enrolling in the Library. Soldiers and employees of other NAF units and MOD shall require a duly completed letter of guarantee form (in the Annex) and a valid service certificate when registering in the Library. You must sign up for a book loan in person in the Library.
4.The main objective of the Library is to facilitate the performance of the tasks of the NDAL, thus serving the NDAL students and academic staff is considered a priority.
5.If you change your last name, life, or service/workspace, the user must notify the Library as soon as possible.
III Library User’s Rights
1.Receive information about library inventory and subscribed databases, user service, and services.
2.Use library inventory, electronic catalogue, and databases according to the Regulations for the Use of the Library.
3.Use publicly available computers and the Internet free of charge in the Library.
4.Get a password when you sign up for a user so you can control your Library account, book printed matter, extend deadlines.
5.The user has the right to the inviolability of personal data. Without the consent of the user, the Library may not transfer or disclose user data to a third party, except as provided for by law.
6. Submit proposals, feedback or complaints about the Library's work to the head of the Library in writing.
IV Obligations of Library users
1.Follow the terms of use of the library.
2.Register the selected items for taking home with the librarian on presentation of a valid identity document.
3.It is prohibited to bring Library books and other documents outside the premises of the Library without registering it at the Library Loan Service.
4.Place the material from the book, etc., removed from the shelf on the table without trying to put it back on the shelf. Incorrect insertion is equivalent to the loss of printed matter.
5.Preserve Library inventory, equipment. It is prohibited to make any marks and deletions in received publications, to fold or tear out pages or otherwise damage Library items.
6.It is not allowed to be in outerwear and with bags at the Library.
7.Silence must be observed in the premises of the Library, talk on the mobile phone is not allowed, its sound must be switched off during the visit to the Library.
8.The originals of the sources of information received in the SBA shall be used only in the reading room, subject to the period of use. In certain cases the time period for use may be extended and it shall be done not later than 3 days before the end of the loan term.
9.At the end of studies at the NDAL, or at the end of the service at the NDAL, MoD, or NAF, the user must deliver to the Library all printed matter and other materials received and receive a librarian’s signature on the Rotation Sheet.
V Procedures and liability for the issuance of printed matter and other materials
1.Printed publications shall be issued to such users at home only who have registered in the Library in accordance with the procedures provided for in these Regulations.
2.The issue and receipt of printed matter and other materials shall be recorded in the Electronic Library Information System ALICE.
3.The time periods for the use of printed matter to be issued to the home shall be:
- for teaching literature – 1 academic semester;
- for fiction, scientific literature, etc. – 1 month;
- for journals, 1 week.
4.Printed matter from a reading room and from a directory of scientific department shall not be issued for taking home. They should only be used at the Library.
5.If the printed matter is necessary for a longer period of time for the user and is not requested by other users, the time period for use may be extended at the request of the user, but not more than 3 times. The extension can also be handled by telephone.
6.If the user has not handed over the printed matter within the specified time period, the librarian shall provide a reminder by e-mail or telephone. If the user has failed to settle the association with the library after multiple reminders, the user may be denied a subscription for one year or at all after the commitment has been settled.
7.The maximum number of printed matter to be taken home per visit shall not exceed 10 units, but in total a maximum of 20 Library books or other materials may be present with the user at the same time.
8.Multiple copies of the same edition shall not be issued to the user.
9.A user who has not returned the received printed publications within the specified time period has lost or damaged them, until settlement of debts other printed publications shall not be issued for taking home.
10.A user who has lost or damaged a printed matter or other material in a Library must replace it with an identical or equivalent one recognised by the Library. If this is not possible, double reimbursement should be made. For valuable or particularly valuable printed matter, the remuneration shall be five times to ten times as decided by the librarian.
11.A user may be denied Library services for failing to comply with these Regulations
VI Procedures for the use of Computer hardware, Internet and generally available electronic information resources
1.Users can book a desktop workstation at the Library for a specific time during the reading room.
2.When using Internet generally accepted ethical principles must be respected, it is prohibited to visit Internet sites which are not intended to be viewed in public places (e.g. links of pornographic, violence-oriented content, etc.). It is prohibited to play computer games and watch films.
3.The user of the Library computer must strictly observe work safety, electrical safety, fire safety regulations in his or her work.
4.If it is found that the computer or software is damaged, work on it has to be discontinued and a librarian shall be informed about it immediately. It is prohibited to work with damaged hardware.
5.At the end of the work, the user must close all the programs that had been used and clear the workspace.
6.If it is necessary to save information, it can be done by using a flash or any other external medium, but not on the Library computer.
7.Up to ten A4 pages can be copied free of charge to the user per visit. Larger copy jobs must be done at the NDAL Copy Room or elsewhere.
8.Users are prohibited from:
- turning on, off, or restarting the computer, connecting or unplugging a computer machine, changing the configuration of the computer, or setting up any other programmes;
- unauthorised copying and transfer of software;
- eating and drinking while working with the computer;
- interfering with other users;
- In case of confusion, the user should approach the librarian.
9.In case of uncertainty, the user should contact the Library employee.
